Mandatory daily CDR submission for licensed operators, clearinghouses and PNL holders
The CDR Reconciliation programme (CDR REC) reconciles call detail records across all legs of the interconnect path to detect CLI-spoofing and interconnect bypass. Participation is mandated under the Nigerian Communications Act 2003 and the Commission’s directions on interconnect traffic integrity.
- Daily uploads — one CSV.gz file per role per day. There is no grace period and no permitted period in arrears. A party generating more than ten million records per day delivers hourly instead, within two hours of the end of each hour.
- Mandated format — gzip-compressed CSV, UTF-8, fixed 17-column schema, filename {party_code}_{role}_{YYYYMMDD}.csv.gz (hourly: {party_code}_{role}_{YYYYMMDDHH}.csv.gz).
- Machine-checked intake — non-conforming files are rejected with a machine-readable reason. Repeated non-compliance is reportable to the Commission.
